Paragraphs for The Norwegian War Children’s Association

§ 1: The associations name is Norges Krigsbarnforbund (The Norwegian War Children’s Association).

§ 2: The intention of the association is to take care of the war children’s interests, inform and give advice and support  to members that’s searching for their father and his relatives. The association will work to make the access to original material easier for the members and make the handling quicker in the departments we approach. The association is to help members with information on where to turn in their searching after relatives. The association should work to remain a forum of social fellow shipment where members can meet, exchange experiences and get out the best in each other and from the common inheriting we share.

§ 3: The association is politically neutral.

§ 4:  The association are not to be used to stroke persons or institutions that in the past have created problems for the war children.

§ 5: People born in the years 1940 – 46 may become members. The mother must be Norwegian and the father belonged to the German occupation forces.

1. Access to the board meetings and members meetings is for members only.

2. Non members or support members is given access to the social events of the members meetings. Members in the different regions decide what kind of arrangement they prefer.  

3. Trusted members in the NKBF, either in the regional departments or the national board can not be members of other war children’s associations.

§ 6: The national meeting select an unattached comity of appeal seated by 2 members that’s handling issues concerning exclusion of unloyal members. The excluded member can take the comity of appeals decision to the national meeting for protest.

§ 7: The construction of the NKBF:

The National Meeting:

- All members have the right to participate, speak and make propositions here.

-  The National Meeting is the highest department and make decisions in all issues concerning NKBF.

- In addition, it handles all issues command for the national meeting like selection, propositions of laws etc.

National board:

- Seated by 6 members. Executive director, secretary, cashier, 2 board members and 1 secondary represents.

- Minutes are presented from all board meetings. More than half of the board members must be present in the meeting in order to be decisive. The national board devote the association to the public by the executive directors signature. In his absence by the secretary.

Supportive department:

- Editor,  proofreader and the comity of appeal.

Regional department:

- members in each region elects the regional contact. All members have the right to meet, speak and vote.

- The regional contact and the members decide if there is need for a regional meeting and are in that case responsible for this to be assembled.

- The regional meeting is seated by executive director, director cashier, secretary and board members.

- The regional contact is responsible for the direct contact between the members and the board of the NKBF.

- Is responsible for local arrangements.

- The regional contact meeting is hold in connection to national board meeting.

- The regional contact meeting is to be hold in a place decided by the national board.

- All issues raised by the national board/region is handled here. Also preparation of cases for the national meeting.

- Verified travel expenses are determent by the national board.

§ 8: In ordinary national meetings the agenda is as following:

1.    The opening of the national meeting is conducted by the executive director. In his absent by the secretary.

2.    Determination of the legacy of the national meeting.  

3.    Election of the conductor and the secretary (referee).  

4.    Election of two members for signing the boards minute together with the conductor.  

5.    The annual report by the board.  

6.    The accounts by the chartered accountants interpretation and budget.  

7.    Received propositions (received at least one month in advance of the national meeting).  

8.    Determination of the charges and fees in domestic currency. Determination of amount to be returned to the regional departments. Charges are due 05.01. Reminder is 06.01 by the regional contacts. Members who fail to pay the charge within 07.01 will be dismissed. Return of charges to the regional departments due to 08.15.  

9.    Election (ref. §7)

- The board of directors are non-voting by the election of the chartered accountant.

- Minute from the national meeting is send to all members.

- The national meeting is hold every year within the end of March.

- Summons to the national meeting together with the agenda and received propositions is send to the members at least three weeks in advance.

§ 9: The associations board of directors is elected for two years. After one year the secretary and 2. board member is elected. Followed by exchanged election.

§ 10: The accountants is done by the cashier. The accounts shall be closed by the 12.31. previous year. A chartered accountant is elected to go through the accounts before it’s presented to the national meeting for approval. When a new board of directors is elected, the present board is responsible for the accounts from01.01 up to the time of the national meeting and is also responsible for paying the bills received within this time.

§ 11. Extra ordinary national meeting is summoned when requested by at least 1/5 of the members.

§ 12: The membership is confidential.

§ 13: The association can not assist in matters concerning inheritance.

§ 14: Future agreement about delivery is to be stated between NKBF and the National Archives. NKBF arrange and files the archive before handling over in agreement with the National Archives. The National Archives is given the authority to grant access to the archive, time limited to 60 years. NKBF`s directors and board members have access to collect documents from the National Arcives that is necessary to the members or the NKBF`s board in their work.

§ 15: If a member acts in an unethical way according to the associations business and paragraphs, the board can make the decision on exclusion. complains on this decision is handled by the comity of appeal.

§ 16: Decision on changing this paragraphs can only be made in ordinary National meeting with at least 2/3 in favour. Decision about expiration can only be done with 2/3 in favour in the National meeting. Eventually assess by the time of the expiration will be used to common public aims after decision of the board that decided the expiration.
